Henry Cuellar: you and i rise in strong support of house resolution 40. i want to thank mr. tanner, mr. cardoza and mr. towns for their leadership they have provided in this subject matter. when you look at taxpayers, taxpayers wants government that's efficient, accountable. this is what this legislation does.

Henry Cuellar: it provides an efficient, effective and accountable government. we all can agree where taxpayer moneys should not go. in these difficult economic times they can scarsly afford to throw it into waste, fraud, abuse and mismanagement.

Henry Cuellar: congress, we don't have a formal mechanism to investigate allegations of wasteful spending. this legislation sets up a mechanism. this is why today's legislation is a major step towards strengthening government accountable. mr. speaker, i support strongly h.r. 40 and thank mr. tanner,
