Henry Cuellar: you and i rise in strong support of house resolution 40. i want to thank mr. tanner, mr. cardoza and mr. towns for their leadership they have provided in this subject matter. when you look at taxpayers, taxpayers wants government that's efficient, accountable. this is what this legislation does.
