George Miller: the republican irresponsibility. pay-go is not a sham. there's no more sacred cows. you have to choose your priorities. they may be different but you don't get to charge them to the future. you are either going to pay for them, raise revenues, or cut something else. the fact is it worked. it worked and it worked and it worked. the deficit came down.
