Madeleine Z. Bordallo: and this bill would prevent that. in one instance all it took was $45,000 and a phone call. to have a chimp shipped from missouri to maryland. while it is illegal to own a primate in 20 states in the rest of the country, there is little to no regulations.

Madeleine Z. Bordallo: that is why the chimp owner in connecticut was able to purchase travis from missouri. what happened repeatedly in the past. and it will happen again if we don't pass this
