McGovern: bill is a vote for the congressional pay raise. so if you have said publicly that you oppose the congressional pay raise, at you would vote an increase in your salary if you could, well, here's your chance. if you vote no on the rule and you vote no on the underlying bill, then you are voting increase your pay.
