Mike Rogers: gentlelady from california. sometimes we get ahead of the problem. we don't do that often in congress. i think it's a great way to get ahead of the proven. given the fact that these individuals who have -- who are doing great things for this country we're thankful for it takes sometimes a piece of comblectual property that really belongs -- intellectual property that really belongs to the people of the united states.
