Sheila Jackson-Lee: they're living some -- fertilizer. they're living some 80% below poverty owing some $109 million in debt to multilatera institutions, $474 million to the inter-american development bank and to countries such as venezuela. this legislation will in essence help us clear the slate of all of those debts and track what the united states has done.
