Dennis A. Cardoza: because of the owner's regulations that they find themselves having to comply with. if we apply the same regulations to small banks that we do to the big ones, more community banks will opt out of the tarp program and i think to some disadvantage, to districts like mine that are suffering so badly. my amendment will make sure that they can take tarp funds and still not have to deal with some of these regulations.
