Virginia Foxx: of water just about as anybody here. but while we're increasing spending to protect estuaries, my constituents can't afford the bait and tackle to go fishing because they're out of work, they lost their jobs and there's no prospect for them to get jobs. i can't be responsible for ill-informed republicans who have said things that my colleagues have quoted.
