John Hall: i am a former trustee and school superintendent. buildings are crumbling while school districts are having trouble paying their bills. this bill will help school districts invest in repairs, construction and green modernization without passing the burden on to local taxpayers who in new york, i know, can't afford anyore property tax. schools in my district are already doing some of this
