Ron Kind: from wisconsin, for one minute. the speaker pro tempore: the gentleman from wisconsin is recognized for one minute. mr. kind: thank you, mr. speaker. i thank my friend for yielding me this time. mr. speaker, i rise in strong suppt of the rule and supplemental. in wisconsin we have had the largest call-up, largest redeployment of our guard units since the second world war. many of our companies in western wisconsin have had deloimed ceremonies.

Ron Kind: obey, because he recognized the huge shortfall when it came to farm servi administration loans for our family farmers. the demand was outcreeding the -- outcreding the authority we gave them to give out these loans which is important for them to have access so they can get the seed, plant it in the ground, and stay in business.

Ron Kind: 47 of the 50 states were reaching shortfalls in this manner. it was brought to mr. obey's and others attention and they took immediate action to rectify it or we could have had a wholesale reduction in family farming throughout the country.
