Marsha Blackburn: the speak gentlewoman from tennessee is recognized for one minute. mrs. blackburn: thank you, madam chairman. this is not an energy bill, it's a tax bill. they're going to tax the air you breathe. it's a transfer of wealth bill. the american people are figuring this out. our friends across the aisle have indeed beco the party of punishment and my constituents in tennessee are being punished.
