Olver: i think this is a good amendment. we should start forward by saying that we can hold the line here and keep the spending under control. i urge my colleagues to support this, and i reserve the balance of my time. the chair: the gentleman reserves his time. for what purpose doethe gentleman from massachusetts rise? mr. olver: i rise in opposition to the amendment.

John W. Olver: the chair: the gentleman is recognized mr. olver: i thank the gentleman for his amendment. the gentleman's amendnt is actually slash and burn sort of squared essentially because it puts the whole pressure of the reduction. it's not as large a dollar reduction but it's all focused
