Chet Edwards: mr. edwards: mr. speaker, one of the greatest personal privileges of my life was to have met dr. norman borlaug several years ago. because of his position as a distinguished profess -- professor at texas a&m university, my alma mater. his actions help saved the lives of a billion people and help prevent untold conflicts across the globe.
