Jeff Flake: are -- these grants are awarded on a competitive basis and aren't earmarked. so i hope that this can be adopted. i should note that in the 110th congress this similar amendment was adopted to h.r. 2357, the beach protection act, it was approved by a roll call vote of 263-117.
