Jeff Flake: the chair recognizes the gentleman from arizona. mr. flake: i thank the chair. this amendment is straightforward and i believe noncontroversial. it should be familiar to those of us here. the underlying bill establishes a new competive grant program called the fishing safety training grants program. this amendment would simply prevent the new grant program
