Jay Inslee: ms. bordallo: i'd like to recognize the author of the bill, mr. inslee, for one minute. mr. inslee: yes. i'm not the author of the bill but i have worked with mr. hastings -- the speaker pro tempore: the gentleman is recognized for one minute. mr. inslee: yes. i want to speak in favor of this bill and thank mr. hastings from -- for his working with us to perfect this bill in a couple ways.

Jay Inslee: we have made the bill clear that we have constrained the park serve's definition of where a potential road could be built. mr. hastings and i both felt that it was important for congress to retain some authority over where the wilderness boundaries e so we would not give control to the executive branch.
