Bart Stupak: controlled by mr. pitts of pennsylvania. the speaker pro tempore: without objection, so ordered. mr. stupak: mr. speaker, let me begin. thank you, mr. speaker. our amendment does one very simple thing. it applies the hyde amendment which bars federal funding for abortion except in the case of rape, incest or life of a mother to the healt the hyde amendment has been law
