Richard Burr: but 69 senators had these policies that are in this bill without the amendments that have been suggested on the floor. the presiding officer: the senator from texas. mr. cornyn: i'd ask unanimous consent that the senator from north carolina be recognized for one minute and that i be recognized for one minute following that. the presiding officer: is there objection? mr. baucus: no objection. the presiding officer: without objection the senator is recognized.

Richard Burr: the senator from income income is recognized. a senator: i thank my colleague. the chairman just alluded to the fact that some states need a -- more flexibility because the income of their state is higher. one of those states that's grandfathered is the state of new jersey. mr. burr include up to 350% of poverty

Richard Burr: for schip participants. now, it's important to understand that when you increase flexibility, you decrse the likelihood of people under 200% being enrolled. new jersey ranks 47th out of 50 states in the enrollment of kids 100% above poverty to above poverty.
