Sam Brownback: have anything further to say at this point on the amendment? a senator: mr. president, i do, and that is that if we're going to grow the economy in the united states, we need to provide some sort of tax certainty. mr. brownback: we have learned over our history that when we deal with taxes, people don't react if they think things are up in the air.
