Max Baucus: ask -- i have regard for my good friend from iowa. we worked closely together. we want to make sure that our states are fully incorporated, involved in national health care delivery system, that is, rural states. we want to balance between urban and rural. that's the only fair solution. this bill that's balance -- has that balance.
