James Webb: of order were raised, it is my understanding there would be a mandatory vote which would tie us up. so i am not going to call up this amendment, and i very much appreciate what the chairman said about the possibility that it be allowed a vote on other appropriate legislation being considered here in the senate, as i previously stated.
