Judd Gregg: put in place to save this money. they've already outlined how they're going to put this money out the door and not using it to reduce the debt. the senator from tennessee is right on his second point too, which is it should have been zero. in other words, there's no reason that if you're going to take this course of action and you're going to maintain intelltual integrity that there should be any money being spent here.
