John Ensign: amendment is very simple. it adds $172 million to the state criminal alien assistance program. this program provides federal payments to states and localities that incur correctional officer salary costs for incarcerating undocumented criminal aliens. for at least one felony or two

John Ensign: disdemeerng convictions. -- misdemeanor convictions. this amendment is offset by simply an across-the-board decrease in spending, so it's budget-neutral. i believe this is an important amendment, especially if you're in some of the southwestern states or border states.
