James Webb: bring charges against these individuals in article 3 courts. the graham amendment did resolve that issue in terms of their transfer to u.s. soil. so this amendment unfortunately would not address this issue. it prohibits appropriation of funds to modify facilities in the united states in order to hold such individuals, and i believe that would prevent law
