Wicker: coverage under this bill. mr. dodd dodd: if i could reclaim my time. 80% of our older americans are paying $90 more a month for this. do they have any say at this at all? they don't get any of the about benefits. why are they writing a check for $90 a year to pay for a private plan where they get no benefits? why not them? don't they deserve something in all of this?
